China Henan International Cooperation Group Co., Ltd. was established in August 2025 through the reorganization and merger of the former China Henan International Cooperation Group., Ltd and Henan Natural Resources Investment Group Co., Ltd. With a registered capital of RMB 11 billion, the company is a key backbone enterprise of the first category in the provincial commercial sector. The Henan Provincial State-owned Assets Supervision and Administration Commission performs the duties of the investor, while the Provincial Department of Commerce, the Provincial Department of Natural Resources, and other relevant authorities provide industry guidance.
The former China Henan International Cooperation Group Co., Ltd. was founded in 1983 as Henan’s earliest leading enterprise engaged in overseas economic business. It was formally incorporated as a group in 1999 and has been ranked among the world’s top 250 international contractors for 23 consecutive years, placing 97th in 2025. The former Henan Natural Resources Investment Group Co., Ltd., established in 2020, served as a provincial-level investment and financing backbone platform in natural resources sector.

Following the reorganization, the company is anchored by three core strategic roles: serving as the province’s window platform for opening-up and international cooperation, acting as the primary entity for overseas mineral resource development, and functioning as a backbone force for Henan's participation in the Belt and Road Initiative. The company operates five major business segments: mining development, ecological environment, engineering construction, international logistics and trade, and investment operations. It has established branches in more than 20 countries along the Belt and Road, cumulatively implemented over 850 international engineering projects, which include nearly 10,000 kilometers of roads and more than 300 bridges. In 2025, the company was successfully ranked among the world's top ten bauxite producers, deeply integrating itself into global resource development and international infrastructure cooperation.
