Artificial Intelligence Empowering China-PSC Infrastructure Cooperation to Enhance Quality and Efficiency
Artificial Intelligence (AI) is emerging as a vital force driving the transformation and upgrading of global infrastructure. China and Portuguese-speaking Countries have established a solid foundation and achieved substantial results in traditional infrastructure cooperation. In the face of a new wave of technological revolution, deeply integrating AI throughout the entire process of planning and design, construction, operation and maintenance, safety management, and green transformation is essential to enhancing the quality and overall efficiency of China–PSC infrastructure cooperation. The Action Plan for Economic and Trade Cooperation (2024-2027), adopted at the 6th Ministerial Conference of the Forum for Economic and Trade Cooperation between China and Portuguese-speaking Countries (Macao) (Forum Macao), emphasises support for Forum participating countries to strengthen cooperation in digital economy, infrastructure and other fields. To further implement the Action Plan, this parallel forum adopts the theme “Artificial Intelligence Empowering China–Portuguese-speaking Countries Infrastructure Cooperation to Enhance Quality and Efficiency”. It brings together government authorities, leading enterprises in infrastructure and artificial intelligence, financial institutions and other stakeholders from mainland China, Macao and Portuguese-speaking Countries. Invited guests will engage in in-depth discussions on the application prospects of AI in the infrastructure sector, share opportunities for new infrastructure project cooperation, and promote high-quality and sustainable development of infrastructure across mainland China, Macao and the Portuguese-speaking Countries.

The global construction industry is accelerating its transformation toward smart and green development. The integrated application of artificial intelligence and construction robots serves as a key technological solution to address bottlenecks in industrial development, which can significantly improve construction efficiency, quality and safety. At present, large-scale public projects in Macao have widely adopted BIM technology, and related technologies such as smart construction sites and digital twins are gradually being piloted. However, the in-depth application of artificial intelligence and large-scale deployment of construction robots are still in the initial exploratory stage. Macao is characterized by scarce land resources, dense population and compact urban spatial layout. In line with the requirements for high-quality development of the local construction industry, there is an urgent need to optimize urban construction efficiency through intelligent construction technologies. This forum will focus on technological innovation and scenario-based application of artificial intelligence and construction robots, support the digital, intelligent and green transformation of Macao's construction industry, and promote cross-border cooperation and talent cultivation.
