Keynote Forum: Focus on High-Standard, Sustainable and People-centered Progress, Deepen the China-LAC Infrastructure Partnership

After years of development, LAC countries have become important markets for China to conduct infrastructure cooperation and outward investment. The two sides have made joint efforts in the infrastructure sector in fields of transportation, housing, water conservancy, power & electricity, and telecommunications which benefit local economy and people's livelihood. China-LAC infrastructure cooperation continues to inject momentum to green development of local economy. The “Joint Action Plan for Cooperation between China and LAC countries in Key Areas” released at the end of 2021 indicated that China and LAC countries will work further to extensively push forward green cooperation in transportation, electric power, public health, new energy and new infrastructure, etc., while upholding the goal of high-standard, sustainable, and people-centered progress. And this shall proceed coordinated development of local economy, society and people’s livelihood, thus deepening China-LAC infrastructure partnership.

The global energy crisis continues to simmer, and it is the general trend to gradually get rid of fossil fuel. With the advent of the era of "carbon peaking and carbon neutrality", the global new energy and supporting power have ushered in a golden period of development. Driven by goal-driven and scale effects, the wind power and photovoltaic industries continue to innovate technologies to seize the share, and gradually build a new power system with new energy as the main body, however, the new power system urgently needs to make up for its intermittent and fluctuating natural defects. Under such circumstance, hydrogen energy, energy storage, etc., as secondary energy sources that respond to load variation in a timely manner and smooth grid fluctuations efficiently, will play an important regulatory role in the future. As major economies announced carbon peak and neutrality goals in the past few years, the infrastructure sector, as one of the main carbon emission sources, is under pressing need for a green and low-carbon transition. However, as contractors carry forward the green and low-carbon transformation of infrastructure, they often face problems in policy environment, rule adaptation and technical bottlenecks. To this end, all parties urgently need to innovate cooperation mechanisms to jointly promote the green and low-carbon development of infrastructure. This parallel forum invites guests from government departments, financial institutions, professional institutions and contractors to discuss the challenges, problems and implementation paths in the course of low-carbon transformation of infrastructure, and share cases in order to support the sustainable development of international infrastructure.

Especially, the influence of the epidemic and changes in the world’s political and economic situation has accelerated the recombination of global supply chain, making a safe, stable, intelligent, efficient, green and sustainable international engineering industrial chain & supply chain becoming essential backbone for the sustainable development of the industry. Parallel Forum 5: Multiple Measures to Build a Green and Smart City in Macao—2022 Annual Meeting of China’s Mainland-Macao Belt and Road Business and Professional Services Council

Innovation, coordination, greenness, openness and sharing are the new development concepts proposed by the state. Faced with the shortage of energy resources and changes in the climate, greenness and intelligence have become the major development directions for future urban construction. Green smart city includes technologies such as modern urban planning, BIM design, prefabricated construction, and green and energy-saving operation, which can maximize resource conservation, protect the environment and reduce pollution during the entire life cycle. It provides human beings with a healthy and comfortable space for work, living and activities, while realizing the most efficient use of energy and the least impact on the environment. Macao is characterized by a small land area, high population density and lack of natural resources. The second five-year plan proposes to maintain a balance and coordination between urban development and environmental protection, and build a green, low-carbon and livable Macao. This forum will invite experts and scholars from various fields, with the objective of brainstorming various measures to jointly build a green and smart city in Macao.
