Due to adverse factors such as world recession, the continuous rise of risk-off sentiment, coupled with the further expansion of financing gap, have brought unprecedented challenges to traditional financing models, either sovereign financing or commercial financing for engineering projects. Given the special nature and externality of its construction and operation, infrastructure, as public goods, requires joint efforts of governments, financial institutions, and enterprises to find business models that fit actual condition of different host regions to creatively promote coordinated integration of industry and finance. Traditional infrastructure is one of the main sources of carbon emissions. With the acceleration of global infrastructure construction, traditional infrastructure has increasingly obvious impact on environment and climate change. Therefore, reducing the life-cycle carbon emissions of traditional infrastructure projects and vigorously promoting the construction of new types of infrastructure are of significance for the international community to respond to climate change and realize carbon peak and neutrality worldwide. Keynote Forum: Upholding the Green and Innovation Principle, Promoting New Development of China-LAC Infrastructure Cooperation
Infrastructure is the most promising sector in China-LAC economic and trade cooperation. Under the carbon peak and neutrality goals, China and LAC countries share the same vision to promote green and sustainable infrastructure development in an effort to fight climate change. China and LAC countries should seize the opportunity of green transformation, continuously explore new development philosophy, and extensively promote eco-friendly development in transportation, energy and electricity as well as water conservancy, which will provide impetus for green development of global infrastructure while promoting economic and trade cooperation between China and LAC countries.

On September 22, 2020, President Xi solemnly announced to the world that China will strive to peak carbon dioxide emissions by 2030 and achieve carbon neutrality by 2060 (“30·60 carbon target”), which won unanimous praise from the international community. Subsequently, Europe, the United States, Japan, South Korea and other countries reaffirmed or officially announced respective target of achieving carbon neutrality by 2050. Coping with climate change has become one of the key areas for international cooperation. As one of the major sources of carbon emissions, power and energy industry will be a priority in achieving global carbon neutrality. Under the current circumstances, the power and energy industry is accelerating the transformation toward green and low-carbon development. Therefore, developing the new energy vigorously will be the key path. How to build a power system with new energy as mainstay has become the focus of the industry. This forum will provide a platform for government officials, and experts from enterprises and academia to share ideas, experiences and expertise on wind power, photovoltaic, energy storage, hydrogen energy and power grids.

In recent years, Chinese design and consulting companies have been witnessing significant development in comprehensive competitiveness. They have become a new growth point in overseas investment and cooperation by actively participating in overseas engineering design and consulting projects and driving Chinese technologies, standards, equipment and management to "go global". At the beginning of this year, 19 government departments including the Ministry of Commerce jointly issued a Notice on Promoting the High-quality Development of Design and Consulting Services for Overseas Projects, which pointed out a new direction for accelerating the development of China's design and consulting services for overseas projects and giving full play to its leading role in the value chain of international contracting. As an important part of international contracting, the design and consulting services for overseas projects are of vital significance for extending the industrial chain of international contracting, giving new impetus to the development of international contracting, introducing new methods of overseas investment and cooperation, and jointly ensuring that the Belt and Road Initiative continues building momentum and producing concrete outcomes. The forum will discuss in depth issues such as enhancing the core competitiveness of Chinese design and consulting companies for overseas projects, building Chinese design and consulting brands, and promoting the synergistic innovation and development between design and consulting services for overseas projects and international contracting.

Climate change and environmental degradation are an existential threat to the world. With recent political shift in momentums towards stronger climate actions, many major economies have announced net-zero emissions goals and others around the world committing to stronger climate actions through updating their national determined contributions (NDCs). The need for transition to green and low carbon economies has put forward tremendous challenges and opportunities for infrastructure investment that underpins economic development. Green transition will have a profound impact on the long-term transformation of energy structure, transportation modalities, industry mix, technology innovation and other socio-economic development areas. Meanwhile, the challenges are intertwined with opportunities as green transition will nurture new industries and markets. Financing partnership is crucial for infrastructure projects that support green transition. Not only investors are shifting to green infrastructure and energy projects, there are also increasing change of policies by MDBs, ECAs and commercial banks to adopt green finance principles. Also, there has been an increasing trend for Chinese and other large EPC contractors in the region to also seek investor stakeholder opportunities in project financing, which may generate a significant impact on the development of a project financing business models in Asia. MDBs and other financial institutions should now see them as potential investor sources for crowding in private sector financing and explore new modalities of engagement that can support green transition. This sub-forum is meant to provide a platform for the discussion focused on financing partnership.
