Program 1: Confronting COVID-19 Challenges and Propelling China-LAC Infrastructure Cooperation
The COVID-19 pandemic, at varying degrees, ravages the infrastructure industry in Latin America and the Caribbean countries, leaving numerous projects suspended or postponed, among which multiple projects implemented jointly by China and LAC countries are facing great challenges. China and LAC countries, nevertheless, still have strong complementarity and a promising cooperative prospect in infrastructure field from the long run. During the post COVID-19 era, both parties are expected to further innovate in cooperative models, enhance cooperation levels and jointly opening up a new vista of sustainable development of China-LAC infrastructure cooperation.

Developing infrastructure in Africa is a key precondition for economic development, post-pandemic recovery and more broadly for realizing the 2030 Agenda for Sustainable Development and the African Union’s Agenda 2063. To address infrastructure needs it is important that actors from government, private and financial sectors join forces to plan, finance, build, and operate infrastructure in a sustainable, low-emission, climate-resilient, qualitative manner. African governments discuss their infrastructure development with a broad variety of international partners. There is also growing interest in China and Europe to engage in joint infrastructure funding and construction. Still, African, Chinese and European stakeholders – including representatives from governments, financing institutions and contractors – rarely discuss joint interests, expectations, existing good practices and share suggestions to facilitate cooperation. This sub-forum is meant to provide the occasion and the platform for such dialogue.

In recent years, since commonly aware of the importance of upgrading on infrastructure development, LAC countries have launched numerous infrastructure projects and plans, among which approximately estimated 3000 projects with around 1.2 trillion USD in total amounts will be rolled out during 2017-2022. The Guangdong-Hong Kong-Macao Greater Bay Area is one of the regions featuring dynamic economy with highest degree of openness in China. The scale of trade, personnel exchange and capital flows between the neighboring regions is increasingly expanding, which not only imposes higher requirements on the carrying capacity of cross-border infrastructure, but also provides new opportunities for regional infrastructure cooperation. According to the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area, it is required to strengthen the infrastructure construction, improve the external and internal connectivity, forming an infrastructure network featured in reasonable layout, sound function, smooth connection and efficient operation, thus to provide powerful support to the economic and social development of the area.
