In recent years, the economic and trade cooperation between China and Portuguese-speaking countries maintained the trend of steady growing, showing strong resilience and developing potential, laying a good foundation for deepening infrastructure cooperation between the two sides. From April 21 to 23, 2024, the 6th Ministerial Conference of the Forum for Economic and Trade Cooperation between China and Portuguese-speaking Countries (Macao) was successfully held in Macao. Ministers from the participating countries signed the  Strategic Plan for Economic and Trade Cooperation (2024-2027) to support the participating countries of the forum in continuing to strengthen cooperation in the field of infrastructure, recognizing the value of organizing parallel forum during each International Infrastructure Investment and Construction Forum by the Permanent Secretariat of Forum Macao. Focusing on the heated topic of green innovation and transformation of infrastructure, incorporating elements of Shandong Province as a major province in contracting projects and manufacturing equipment, this forum will invite speakers to probe into ways on strengthening cooperation in the fields of green technology, digital economy, green finance and clean energy, with the purpose of stimulating green and low-carbon development of infrastructure in China’s mainland, Macao and Portuguese-speaking countries, and sharing opportunities for cooperation in new infrastructure projects.

In recent years, China has steadily promoted economic and trade cooperation with Latin American and Caribbean countries in various fields. The China-CELAC Joint Action Plan For Cooperation in Key Areas (2022-2024) focuses on the construction of high-quality infrastructure in China and LAC countries, integrating green, low-carbon, and digital transformation into traditional infrastructure cooperation between China and LAC countries. On the occasion of the 10th anniversary of the establishment of the China-LAC Infrastructure Forum, this forum focuses on the green, digital transformation, and intelligent transformation of infrastructure between China and LAC countries. Guests are invited to explore new areas and opportunities for cooperation in the field of infrastructure between China and LAC countries, and explore new models and paths for infrastructure cooperation under new circumstances.

The Guangdong-Hong Kong-Macao Greater Bay Area is one of the most open and economically dynamic regions in China. The expanding scale of trade, personnel exchanges and capital flows between neighboring regions not only puts forward higher requirements on the carrying capacity of cross-border infrastructure, but also provides new opportunities for infrastructure cooperation within the region. The Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area points out that infrastructure construction should be strengthened, external communication channels should be unimpeded, internal connectivity should be enhanced, and an infrastructure network with reasonable layout, complete functions, smooth connectivity and efficient operation should be formed to provide strong support for the economic and social development of the Greater Bay Area of Guangdong, Hong Kong and Macao should be formed. This forum will invite guests to discuss hot topics such as the innovation of cooperation models brought by the regional economic development of the Guangdong-Hong Kong-Macao Greater Bay Area to infrastructure construction, as well as how the Macao construction industry can seize the opportunities of new infrastructure and jointly build the future of the Guangdong-Hong Kong-Macao Greater Bay Area.

The international industrial associations have been playing an important role in promoting infrastructure development featuring green, low-carbon and digital transformation. Focusing on the theme of the 15th IIICF, speakers of this Roundtable are expected to share experiences on how to promote the sustainable infrastructure development, taking into account the current status of the development of green, digital and intelligent infrastructure in their home countries and regions.
