Parallel Forum 3: Developing and Financing African Infrastructure under the Belt and Road Initiative

Africa continues to be a key market for international contractors with new challenges in 2018 arising as the market develops and adapts to changing global trade and geopolitical patterns. Increasingly, as international banks demonstrate less appetite for lending to Africa infrastructure projects the Development Finance Institutions have taken a more central and important role and are offering a wide range of equity, debt and insurance products across a wide range of infrastructure projects. With national budgets under pressure, and external influences from other banks to reduce external borrowing, what role in is there for a greater use of Public Private Partnerships (PPPs) as a way of sharing project risks with international contractors and attracting financing? In the Power Sector there is huge interest in smaller and more numerous renewable projects that are attracting significant interest from developers and Development Finance Institutions alike. What are the key challenges for this new wave of power projects? Private Equity and infrastructure funds are also becoming important sources of capital for companies in Africa. What type of projects are they investing in, how do they invest and what is their risk appetite?
