Keynote Forum 1: The 1st China-LAC Infrastructure Forum

The 1st ministerial meeting of China-CELAC Forum has lifted the bilateral economic and trade ties to a new level. The China-CELAC Cooperation Plan (2015-2019) adopted at the meeting has identified infrastructure and transportation as one of the key areas of “overall cooperation”. China-LAC Infrastructure Forum offers a new platform for China and CELAC countries to cooperate in the key sphere of infrastructure construction. Among other hot-button issues, the forum will probe into the way in which China and CELAC countries can deepen cooperation in an all-round way in infrastructure construction; infrastructure-related industries of China and CELAC countries could interact and obtain complementary strengths; and integrated infrastructure construction can be accelerated in Latin American regions.

Keynote Forum 2: “One Belt and One Road” Initiative Opens up a New Vista for Regional Infrastructure Cooperation

The initiative of “One Belt and One Road” put forward by the Chinese government is a new approach to integrated regional economic development. Connecting Middle Asia, Southeast Asia, South Asia and West Asia with some parts of Europe and Africa, the initiative will give birth to a large number of cross-border projects in the fields of railway, road, port and energy, etc. Related countries and regions are availing themselves of this opportunity to speed up infrastructure planning and project implementation, and to seek international cooperation in new ways, thus developing and improving their infrastructure at an accelerated pace. Enhanced coordination and collaboration are expected among bi-/multi-lateral financial institutions and financing platforms, so as to design innovative financing mechanisms and financial products, and meet the financial requirements of infrastructure projects. In addition, international contractors are preparing vigorously for the opportunities presented by the “One Belt and One Road” initiative. Through market layout adjustment and business mode innovation, they aim to achieve business transformation & upgrade and new momentums amidst deepened regional economic development. The “One Belt and One Road” initiative, when translated into concrete actions, will usher in considerable market opportunities and a brand-new framework for regional cooperation on infrastructure construction.

A number of countries along the “One Belt and One Road” are in great need of infrastructure constructions, China and other countries have strong potential and foundation for their bi-/multi-lateral cooperation on regional infrastructure. Parallel Panel 2: Energy Infrastructure – Investment Opportunities and Challenges for Large Regional Projects

Driven by the ever-changing global energy structure and growing energy demand, the investment and construction of numerous regional energy infrastructures have moved to a brand-new stage, translating into more development chances and cooperation potentials for international contractors and investors. However, due to the distinct disparities in investment environment, policies and market needs among different countries, quite a number of challenges and risks have to be overcome before such cross-border projects could be implemented. International contractors, therefore, have to establish a sound coordination mechanism with local governments and local energy market players, and enhance collaboration with international financial institutions and third-party consultant firms, so as to realize localized operation and an all-win situation.

Parallel Panel 3: Innovative Financing Modes and Multi-lateral Financial Cooperation on Cross-border Infrastructure Projects

Large cross-border infrastructure projects feature huge amounts and complex sources of investment. The key to success, therefore, lies in the selection of reasonable financing modes and channels. This requires innovations to be made in financing institutional systems and modes based on the characteristics of the project, and corresponding legal framework to be established by the local government as the institutional guarantee. This also requires enhanced cooperation among multi-lateral financial institutions, commercial financial institutions and other investors, so that they could fully display their respective advantages and jointly develop financing products and financial tools to answer the needs of large cross-border projects and thus break the financing bottleneck.

–Localization of Chinese International Contractors in Overseas Market

Engineering projects are closely tied to local conditions; localization is, therefore, an important strategy for international contractors. By integrating into local communities and optimizing the use and allocation of local resources, international contractors can effectively reduce costs and uplift competitiveness. They can also promote the growth of local economy and society by assisting in local construction, offering job opportunities and contributing to public welfare undertakings. Business expansion has led to widespread attention on localization and fast progresses among Chinese contractors. What do foreign ministers reckon the localization of Chinese enterprises and their problems in promoting localization, supporting community building and cooperating with local enterprises? Do they have any suggestions and opinions? What plans and difficulties do Chinese entrepreneurs have in furthering localization? What help do they expect from local countries? Parallel Panel 6: China-PSC Ministerial Dialogue on Infrastructure Construction

Recent years have seen a growing demand of the burgeoning Portuguese-speaking countries (PSCs) for infrastructure construction. Cooperation in this regard between China and PSCs is highly complementary and promising. Committed to economic and trade partnerships with PSCs, the Chinese government announced the launch of China-PSC Cooperation and Development Fund at 3rd ministerial meeting of China-PSC Forum for Economic and Trade Cooperation in 2010, and proclaimed its eight new initiatives in support of PSC development at 4th ministerial meeting of the Forum in 2013. What are the ongoing and imminent key infrastructure construction projects in PSCs? How can enterprises from Mainland China and Macao seize the opportunity and work with PSCs on infrastructure construction? How can the enterprises use the Fund’s help in project running? The rapid growth of international contracting business in China has sometimes led to disputes among Chinese enterprises, project owners and partners in host countries.
