Over recent years, the Chinese Government has put forward the B&R Initiative and subsequently launched a wide range of innovative platforms including the AIIB, the Silk Road Fund, and the China-Eurasian Economic Cooperation Foundation for financing cooperation. These rollouts have been well received and drawn extensive participation. However, economic development varies dramatically among countries covered by the B&R Initiative, which are suffering from such problems as high government debt and a dearth of construction funds. In particular, these countries lack access to financing for infrastructure projects in such sectors as railway, road, airport, and harbor typified by a long construction cycle. This necessitates construction enterprises to transform their business model, readjust the investment strategy, deepen cooperation with financial institutions, and work towards a new direction and model of investment & financing for cooperative infrastructure projects.

Presently, the international infrastructure investment and construction market is witnessing ongoing transformation and upgrading, with PPP (Public-Private-Partnership) pattern rising to prominence as a mainstream trend and garnering increasing attention and support from governments around the world. Over the years, PPP has carried with it varied implications and operating models in different parts of the globe. However, what remains unchanged is that underlying the success of a PPP project is developing a scientifically sound investment & financing system. In the constantly changing market, if we are to effectively control risks and share interest, we must dynamically enrich and simplify the use of relevant instruments under the investment & financing structure of PPP projects, and ensure corresponding matching systems in law, guarantee, finance and taxation, among others to be adaptable and scientifically sound.

Following 21 rounds of negotiations over 10 years, the China-Australia Free Trade Agreement was officially signed on June 17, 2015. It enjoys one of the highest degrees of liberalization amongst all the FTAs China has so far signed with another economy. As Australia becomes an emerging strategic market for Chinese overseas investment, the China-Australia FTA will help lower bilateral restrictions on trade and investment, expanding cooperation between Chinese and Australian companies from such sectors as electric power, transportation, energy, telecommunication, resources, and logistics to environment, agriculture, tourism and other industries. This will enable enterprises of both countries to tap their respective advantages and forge highly complementary relationships, thus spurring bilateral cooperative projects in infrastructure investment to be implemented in Australia in a faster, better way.

Since its inception, the B&R Initiative has been well received and widely supported by more and more countries covered by it. Recent years have witnessed rapid development in economic and trading cooperation between China and Portuguese-speaking countries (PSCs), deepening bilateral partnership in diverse sectors including infrastructure construction. Meanwhile, the Chinese Government is aligning the B&R Initiative with the respective development strategy of PSCs and making competitive production capacity and equipment of China accessible to these countries, in an effort to expand bilateral common interests in such sectors as infrastructure, agriculture, and equipment manufacturing and foster new bright spots in international capacity production, thereby realizing mutual benefit and shared development.
In recent years, international infrastructure market accelerates its reform. Facing the new market situation, how to break the financing bottleneck and promote the upgrade of infrastructure contracting industry is a crucial topic. It is an innovative measure that China calls for international contractors to increase their investment and promote operation service to their infrastructure construction projects, providing a comprehensive service of the whole industry chain. It not only tailors to a changing infrastructure market, but also will effectively promote the international cooperation between Construction and Finance. How all aspects together upgrade infrastructure practicing mode integrating investment, construction and operation (IICO) to meet the new demand of international infrastructure market?
