Keynote Forum: Green Transition and Digital Intelligence Innovation Leads New Development of China-LAC Infrastructure Cooperation
Infrastructure investment, construction and upgrading are of great significance to the sustainable economic and social development of the Latin American and Caribbean (LAC) region. In recent years, LAC countries have worked jointly with China to advance quality Belt and Road Initiative (BRI) cooperation, supported and participated in the Global Development Initiative and the Global Security Initiative to build a China-LAC community with a shared future. By giving full play to their respective advantages, both sides have cooperated in various areas of traditional infrastructure, such as power & electricity, transportation, telecommunications and energy, contributing to the improvement of local people’s livelihood and social and economic recovery. At the same time, China has actively boosted cooperation with LAC countries in the fields of green economy, digital economy, high and new technology, etc. by taking full advantage of its experience in and application of digital intelligence innovation, which has constantly injected momentum into the green transition of the local economy and led the new development of China-LAC infrastructure cooperation.

The extreme climate caused by the greenhouse effect has dramatically changed the global water cycle system, and frequent extreme floods and droughts have seriously unbalanced the supply and demand of water resources. According to the Food and Agriculture Organization of the United Nations, freshwater resources for daily life, industrial development and agricultural use will face a serious shortage in the future. How to solve the contradiction between industrial development demand and environmental carrying capacity is a prominent problem faced by all governments. Seawater desalination and wastewater reclamation are important means to optimize the allocation of water resources in world's water-scarce areas. The yearly market volume are expected to reach US $25.6 billion and US $30.5 billion respectively by 2030, with broad market prospects. China's solution is to promote the application of the latest membrane technology through scientific and technological innovation, reduce the energy consumption and carbon emissions during seawater desalination and sewage recycling, which is expected to save tens of billions of dollars in water supply costs and reduce carbon dioxide emissions by 10 million tons. We aim to build an ecological civilization system for all countries in the world, promote the green transformation of economic and social development.

As sustainable infrastructure become a much talked-about topic in the field of international infrastructure, ESG standards provide important direction and momentum for infrastructure’s transition towards green, low-carbon and sustainability. Among this, biodiversity conservation is put on the high agenda. In December 2022, the "Kunming-Montreal Global Biodiversity Framework" reached at the 15th meeting of the Parties to the Convention on Biological Diversity proposed that all parties should take urgent actions to stop and reverse the loss of biodiversity before 2030. This put new demands on global collaboration especially that in the infrastructure sector. Green finance, as an effective tool in leveraging climate investment and financing green and low-carbon infrastructure projects, plays an important role in the green transition of global infrastructure. Under the MISIP mechanism, this parallel forum invites experts from government departments, financial institutions, enterprises, NGOs and professional institutions to discuss ESG and green finance-related issues of attention, share expertise and best practices, to guide relevant parties in taking climate resilience, biodiversity into financing decision and explore pathways in developing high-quality, sustainable infrastructure.

In recent years, the international industrial associations have played an important role in promoting infrastructure development featuring green, low-carbon and digital transformation. The presidents of industrial associations from all over the world will be invited to this forum to introduce the status quo of green and smart infrastructure development and cooperation projects in their home countries and regions, sharing advanced experience on sustainable infrastructure construction, as well as promoting mutually beneficial cooperation for members through deepening communication and collaboration between international associations under the framework of “Joint Action Plan for Enhanced Cooperation on International Infrastructure Construction”.
